Drinking and driving is never a good idea. It's an especially bad idea in Placer County.
According to a report by the California Department of Motor Vehicles released this month, Placer County had a conviction rate of 99.2 percent, the state's highest for those arrested on charges of driving under the influence.
The result, based on 2006 data for DUI arrests and their prosecution through the end of 2007, showed a statewide rate of 79.4 percent. Sacramento County, with a rate of 77 percent, was just slightly below the state number.
The survey underscored Placer's reputation for being tough on drunken drivers; it's the fourth consecutive year the county's DUI conviction rate has been above 90 percent.
"This county lets people know that if you come here and are violating DUI laws, you will be held accountable," said Capt. Rick Ward, commander of the California Highway Patrol's Auburn office.
"Our folks are highly trained and able to convey the details of the case to the jury," added District Attorney Bradford R. Fenocchio.
In the last few years, the office has handled between 2,200 to 2,500 DUI cases a year, Supervising Deputy District Attorney Steve Dragland said. In the last 20 years, Placer County prosecutors have brought second-degree murder charges against seven defendants, including 24-year-old Billy Moon, of Auburn.
A jury convicted Moon in October of killing his 20-year-old friend, Stewart Shapton, while driving drunk on a winding rural road in June 2006. Moon, who had a pending misdemeanor DUI charge in Orange County at the time of the fatal accident, was sentenced on March 19 to four years in county jail, followed by 12 years of probation.
Dragland said the office is aggressive about prosecuting cases involving drug or alcohol-impaired drivers because "they wreak untold havoc and misery by their conduct."
The office is aided by area law enforcement officers who are aggressive in patrolling the streets and highways for impaired drivers, prosecutors said.
In Roseville, Placer County's biggest city, 978 suspected DUI drivers were arrested in 2008 and another 959 in 2007 – one of the highest DUI arrest rates in California.
The Police Department assigns two officers to focus on catching drivers driving under the influence.
"There is an instant gratification knowing that you save lives by taking impaired drivers off the streets," said Chris Uribe, one of the DUI officers.
The District Attorney's Office prosecutes more than 98 percent of the DUI cases Roseville police submits to them, said Dee Dee Gunther, the department's spokeswoman.
CHP officer Dave Montijo said the good relationship that Placer County law enforcement agencies have with the DA's office helps officers know which details to include in a report to strengthen its chances for prosecution.
Special operations such as "Avoid the Seven," where officers from seven agencies in Placer County saturate the roads during holiday weekends looking for inebriated motorists, and regular sobriety checkpoints have also contributed to more arrests.
